Stuart provides Roca with strategic advice on placemaking, planning and development, combining his expertise in placemaking and regeneration with his commercial understanding gleaned from over 40 years in the sector.
Formerly Executive Director and Head of Planning at CBRE for three decades, his accolades include Property Week’s Top 50 most influential professional and legal figures, where has was described as “an authoritative voice as developers seek new ways to survive in the planning system”. He was also shortlisted for ‘London’s Planner of the Year’ by the RTPI/GLA and London First. He is known for gaining planning on highly complex schemes and identifying solutions which may have evaded or deterred others. These include many landmark projects in London, including Kings Cross Central for Argent, the regeneration of Regent Street for The Crown Estate, the Francis Crick Institute. Other award-winning schemes include the Royal Arsenal at Woolwich, Spitalfields, Tate Modern, Embassy Gardens, London Dock as well as the One Blackfriars tower. He has also advised on the planning of over 20 shopping centres including The Bull Ring in Birmingham and Victoria Gate in Leeds, as well as being John Lewis & Partners consultant for 15 years.
